Is Zcash Legal in South Korea? Exchanges, the 'Dark Coin' Rule, and Self-Custody (2026)
Updated November 4, 2026. This page is general information, not legal advice. Laws change. For a decision that matters, check the current rules or ask a lawyer licensed in Korea.
Korea doesn't ban Zcash. It bans exchanges and other virtual asset service providers from handling "dark coins," assets whose transfer records they can't identify. That rule, in force since March 25, 2021, is why no Korean exchange lists ZEC (지캐시, also written 제트캐시). We found no Korean law or regulation that bans individuals from owning ZEC or holding it in their own wallet. Below are the rule's exact text, the exchange delisting dates, what the 2024 user protection law changed, and where the 2027 crypto tax stands.

The rule: Article 28 of the FIU's Supervisory Regulation
Korea's crypto anti-money-laundering rules come from the Act on Reporting and Using Specified Financial Transaction Information (특정금융정보법, the "Specific Financial Information Act"), its Enforcement Decree, and a supervisory regulation issued by the Korea Financial Intelligence Unit (FIU), the 특정 금융거래정보 보고 및 감독규정.
On March 22, 2021, the Financial Services Commission announced the finished regulation, effective March 25, 2021. Its summary of Article 28 says that virtual assets whose transaction history is hard to trace, and so carry high money-laundering risk (so-called "dark coins," 다크코인), are banned from being handled by virtual asset service providers.
The article itself, Article 28, item 2 of the regulation (FIU Notice 2021-1 on law.go.kr), requires a VASP to check whether a virtual asset has built-in technology that prevents its transfer record from being identified when it moves from one address to another, such that the VASP can't confirm the record, and, if so, to make sure it doesn't handle that asset. In Korean:
Who it binds: virtual asset service providers (VASPs), the businesses such as exchanges that must report to the FIU. The text places the duty on the VASP. It says nothing about individuals holding an asset.
Why it caught ZEC: Zcash has both transparent and shielded addresses. Korean exchanges treated the shielded option as the "built-in technology" the rule describes. Gopax's listing committee, for example, voted to delist ZEC as an asset "with built-in technology so that transfer records can't be identified when it moves" (Financial News, March 22, 2021).
Korean exchange delistings of ZEC
| Exchange | What happened | Date | Source |
|---|---|---|---|
| Upbit | Ended ZEC trading, along with XMR, DASH, and three others | September 30, 2019 | Upbit notice, CoinDesk |
| Gopax | Listing committee voted to end ZEC trading, deposits, and withdrawals | December 2020 | Financial News |
| Bithumb | Announced delisting of DASH, PIVX, and ZEC on March 12; trading ended March 24 at 3 p.m. | March 2021 | Blockmedia, Financial News |
| Huobi Korea | Delisted ZEC, DASH, SBTC, and ZEN | March 22, 2021 | Financial News |
Upbit acted before the 2021 rule existed. Its explanation, quoted by CoinDesk, is telling: for coins with optional privacy, Upbit had only supported transparent deposits and withdrawals, and delisted them anyway to block possible money laundering.
The situation hasn't changed. On August 29, 2026, News1 reported that ZEC still can't be traded on Korean exchanges, even as a spot Zcash ETF listed in the United States.
What the 2024 Virtual Asset User Protection Act changed
The Virtual Asset User Protection Act (가상자산이용자보호법) took effect on July 19, 2024. According to the FSC, it:
- Requires exchanges to keep users' cash deposits with a bank and to hold users' virtual assets separately from their own.
- Bans market manipulation and other unfair trading, with criminal penalties and fines.
- Gives the FSC and FSS supervision, inspection, and sanction powers over VASPs.
It didn't lift the dark coin rule, and it doesn't address individuals holding ZEC. The FSC's announcement also warned that trading through operators not reported to the FIU, or peer-to-peer and over-the-counter trades, lacks proper market surveillance and carries a higher risk of loss. You can check which operators are reported on the FIU's website (kofiu.go.kr).
What this means for you
This is our reading of the sources above, not legal advice.
- Owning ZEC: we found no Korean provision that prohibits it. "We found no rule" isn't the same as a legal opinion, so check before acting on it.
- Buying ZEC in Korea: you can't do it on a Korean exchange. We don't give advice on routes around that.
- Holding ZEC: without an exchange, ZEC lives in a self-custody wallet that you control. See how to store ZEC safely.
- Taxes: see the next section.
The 2027 crypto tax
Korea's National Tax Service says the December 2024 amendment to the Income Tax Act delayed crypto taxation by two years. Income from transferring or lending virtual assets is taxed as separate "other income" from January 1, 2027:
- Rate: 20% income tax. With local income tax, Yonhap puts the total at 22%.
- Deduction: KRW 2.5 million a year.
- Assets held before 2027: the acquisition cost is the higher of what you paid or the market price on December 31, 2026.
- Filing: with the regular income tax return, May 1 to 31 of the following year.
It may move again. On October 28, 2026, the ruling party and the government met to discuss another delay and reached no conclusion. Yonhap noted the tax has already been postponed three times. Check the NTS page before you rely on these dates.
Holding ZEC privately in Korea

FAQ
Is Zcash illegal in South Korea?
We found no Korean law or regulation that bans individuals from owning ZEC. What Korea prohibits is virtual asset service providers, such as exchanges, handling assets whose transfer records they can't identify, the so-called dark coin rule in force since March 25, 2021. This is general information, not legal advice.
Can I buy Zcash on Upbit or Bithumb?
No. Upbit ended ZEC trading on September 30, 2019, and Bithumb ended it on March 24, 2021, ahead of the dark coin rule. Korean press reported in August 2026 that ZEC still can't be traded on domestic exchanges.
Why did Korean exchanges delist Zcash?
Anti-money-laundering rules. The Financial Services Commission's March 2021 regulation bans exchanges from handling virtual assets with built-in technology that hides transfer records. Korean exchanges applied it to ZEC even though Zcash also has transparent addresses.
Can I hold ZEC in a self-custody wallet in Korea?
The dark coin rule applies to virtual asset service providers, not to individuals, and we found no provision that bans holding ZEC in your own wallet. Rules change, so check current law or ask a Korean lawyer before acting.
Is Zcash taxed in South Korea?
Korea's National Tax Service says gains from transferring or lending virtual assets will be taxed from January 1, 2027, at 20% plus local tax above a KRW 2.5 million annual deduction. As of late October 2026, the ruling party and government were still discussing another delay.
What is the Virtual Asset User Protection Act?
A Korean law in force since July 19, 2024. It requires exchanges to protect users' deposits and assets, bans market manipulation and other unfair trading, and gives regulators supervision powers over virtual asset service providers. It does not lift the dark coin rule.
